Approximately 8% of the speeds recorded by this meter were below
the instrument's threshold and have been set to 0.93 cm/sec (half
the threshold). 

The speed series from this instrument is problematical. In the
following three sections, speed has been removed:

    lines 5284 -  7166 (18 Sep 95 - 27 Oct 95)
    lines 8344 -  8738 (20 Nov 95 - 28 Nov 95)
    lines 9563 - 10329 (16 Dec 95 - 01 Jan 96)

There are many other instances that can be interpreted either
as rotorcounter failures or as episodes of below-threshold speed.
These have been left unchanged. Use these data with caution.
