Approximately 8% of the speeds recorded by this meter were below
the instrument's threshold and have been set to 0.93 cm/sec (half
the threshold). 

The speed series from this instrument is problemmatical. It
contains several obvious rotorcounter failures. These episodes
either have been replaced by predictive interpolation or have
been removed entirely. In particular, in lines 4709 - 4753 on
6 Aug 95 speed has been replaced by predictive interpolation.
In the following three sections, speed has been removed:

   lines 5284 - 7166, 18 Sep 95 - 27 Oct 95 
   lines 8344 - 8738, 20 Nov 95 - 28 Nov 95
   lines 9563 - 10329, 16 Dec 95 - 01 Jan 96

There are many other instances that can be interpreted either
as rotorcounter failures or as episodes of below-threshold speed.
These have been left unchanged. Use these data with caution.
