The speed record from this instrument contains a gap that
extends from 0000 4 Sep 95 through 0000 27 Oct 96 (lines 5418
through 25530). This appears to be the result of a rotorcounter
failure. Approximately 43% of the remaining speeds were below
the instrument's threshold and have been set to 0.93 cm/sec
(half the threshold). Direction is present throughout.
